Civilian infrastructure is considered as such under international law when it is used for strictly civilian purposes. However, Hamas has deliberately contaminated every kind of civilian compound turning it into a terrorist base of operations and by doing that has legally changed the status of seemingly “civilian” compounds into military compounds by international law definitions. These places Israel attacks but it never attacks places which are strictly civilian. In fact, Israel compels civilians to leave places that are used by Hamas terrorists in order avoid civilian harm, even with the price of jeopardizing opportunities to kill Hamas commanders.
